OK the translator made Лиза into licked, not Lisa. It's long ago since I watched that episod.

Katze should mean "cat", that also explains "Miau!" (meow!), but I cannot remember anything similar from the show... random guess - "I, D'oh Bot" episode? If it's incorrect, feel free to reveal the truth

from what little I know of German, it is something about throwing a cat onto or over a house or roof.
I vaguely remember something about the crazy cat lady but i do't know in what context or episode, i may of seen it in a clip.

So if even Andreas doesn't know, I'll solve:
It's from GABF22, "The Last Of The Red Hat Mamas" - in german "Marge und der Frauen-Club".
It's of course Eleanor, Homer thinks she's a good friend for Marge. In english it's:
Homer: I bet you can't throw a cat over the house! Eleanor: But yeees! ... Cat: Meow! Homer: Oh, I was wrong!
(In the german version he just says "Nein!" which means no, but replaces "D'oh!". Looks a bit weird, because he doesn't shrug at all.
So does anyone want to post another quote?
